Regulation (EU) 2024/1328 amending Annex XVII REACH entry 70, Restriction of
- Octamethylcyclotetrasiloxane, D4 for short
- Decamethylcyclopentasiloxane, D5 for short
- Dodecamethylcyclohexasiloxane, D6 for short
Entry 70, which previously only regulated D4 and D5 in wash-off cosmetic products in a concentration of 0.1% by weight or more, will be revised with effect from 6 June 2024.
The newly added restrictions will apply at the earliest 2 years after entry into force, i.e. from 6 June 2026. In general, D4, D5 and D6 may no longer be placed on the market as a substance, as a component of other substances or in mixtures in a concentration of 0.1 percent by weight (% w/w) or more.
DEFINITION
Placing on the market: supplying to or making available for third parties, whether in return for payment or free of charge. Importing is deemed to be placing on the market;
Consequently, a sale is not possible from the start of validity.
In certain cases, the start of validity is further postponed.

In addition, exemptions apply for certain industrial uses and, under defined conditions, for placing on the market as a component or residue of a silicone polymer and in the case of incineration or recycling of cleaning agents for dry cleaning systems.
