Die Verordnung (EU) 2017/237 bewirkt für Haarfärbestoffe die Änderung von Anhang III der Verordnung über kosmetische Mittel.

Einerseits werden Verwendungen durch Festlegung zulässiger Höchstkonzentrationen eingeschränkt
Andererseits werden Färbemittel für die gewerbliche Anwendung auf Wimpern freigegeben
