From 1 February 2025, cosmetic products containing one or more of these substances that do not comply with the conditions may no longer be placed on the Union market.
The sale of goods previously placed on the market will remain permitted until 1 November 2025.
- Genistein max. 0,007 %
- Daidzein max. 0.02 %
- Kojic acid max. 1 % in face and hand products
- alpha-arbutin max. 2 % in face cream; max. 0.5 % in body lotion
- Arbutin max. 7 % in face cream
The hydroquinone content in formulations containing alpha-arbutin or arbutin must be kept as low as possible and must not exceed unavoidable traces.
